RESUMEN
Este artículo muestra los efectos de corto y largo plazo que los cambios en el desempeño
económico de la nación, la gestión de la administración tributaria, los niveles de precios
y el comportamiento de los contribuyentes, generaron en la recaudación de impuesto
a la renta durante el periodo 2000-2013, considerando la posibilidad de un quiebre
estructural por la reforma tributaria vigente desde 2008. Se utilizó una modelación de
vectores autoregresivos complementada con funciones de impulso-respuesta, y se encontró
que las reformas tributarias no generaron un incremento estadísticamente significativo
en la recaudación del impuesto a la renta, sino el desempeño económico, al igual que el
número de inscritos en el Registro Único de Contribuyentes, y las retenciones en la fuente. |
ABSTRACT
In this article, the authors show how, in the short and long term, changes in Ecuador’s
economic growth, management of tax administration, price levels and taxpayer behavior,
affected to the collection of Income tax for the period 2000-2013. They considered the
possibility of a structural break because of the tax reform of 2008. They then used an
auto-regressive vector model complemented with impulse-response functions and they
found that tax reforms did not generate a statistically significant increase of the Income
tax collection; but economic growth did it, as well as the number of people registered
as taxpayers at the Internal Revenue Service and the retained taxes. Therefore, strategic
planning of tax policy (long-term) is suggested. |
